The installer provides a consistent distribution of the bits we ship. Yes, the framework and its dependencies must be replaced. You can always overwrite what is in AS. If the versions are identical the overwrite does not matter.

This methodology ensures that we provide backward compatible artefacts that are QAed against the latest stable AS. There should be no manual steps required by the user to get the latest jbosgi release installed in the last stable AS.

If you look at installers from previous versions you'll that this is how we done it with AS6 too.
