I fixed the code to pass the following framework launch TCK tests:
FrameworkLaunchTests.testSystemServices() 
FrameworkLaunchTests.testStorageArea()
FrameworkLaunchTests.testExecPermission()

The last remaining failures are related to classloader setup (I think):
FrameworkLaunchTests.testBootDelegation() and 
FrameworkLaunchTests.testParentClassLoader()
