If CoyoteInvoker.normalize() gets a request URI of length 0, it returns false, which causes a response code of 400 to be set and causes an Exception to be thrown on the client side.

Change applied to branches 2.2 and 2.x.

Unit test:  org.jboss.test.remoting.transport.http.EmptyURITestCase.

Waiting for hudson results.
