For now, I'm taking a middle road, which is what Tom described, i.e., the Application Server needs to be started and shut down, but setting up each test with a *-service.xml and a web.xml file, is automated in build.xml.

A real solution would be to use an embeddable web server, but it may not be worth the trouble at this point.
