Take a look at http://www.jgroups.org/javagroupsnew/docs/manual/html/ch03.html#ItDoesntWork  Configure it to use the same multicast address and port as your cluster-service.xml.  If you are using the -b switch on JBoss startup, use the bind_addr property the doc describes as well.

If that doesn't work, you've got a basic problem with multicast on the machine that your sys admin needs to resolve.
