When the number of messages in memory reaches fullSize then any more messages go into the downcache.

When the down cache is full they are flushed to storage.

As messages are consumed if the number of messages in memory reaches fullSize - pageSize and there are messages in storage a max. of pageSize messasges are loaded from storage.
