Yes. Their new layout editting isn't wysiwyg. Before, they had an AJAX-powered editor, that would show a small representation of "yourpage" and you were able to drag-n-drop "portlets" on to it. You could even add new ones, or delete some from within the small representation.

Maybe the new one is more "useable". Don't know, I prefered the old way, but I could see how it would confuse most users.
