[jboss-user] [JBoss Portal] - CMSAdminPortlet is locale sensitive?

I wrote html page through CMSAdminPortlet.
before saving, preview display right charactor according to language.
After saving, I can right context. It seams to save  uncurrect encoding.
for me, uploaded file has the same problems.

jboss2.4 on jboss4.0.4 EJB3 on win-XP.
