I would suggest checking your firewall and/or antivirus. They might block http packets sent by TortoiseSVN.
Anyway, use svn co http://anonsvn.jboss.org/repos/portal/branches/JBoss_Portal_Branch_2_4/ as PeterJ said. It is the most reliable sollution :-)
