For Tomcat 5.5.x, you need to copy el-api.jar, el-ri.jar, jsf-api.jar and jsf-impl.jar to common/lib.  In addition, one our developers wasn't able to run seam with tomcat 5.5, when tomcat was installed via the tomcat installer, but when he simply unzipped the tomcat download, make the required changes for jboss embedded and added the four jars listed above, and ran it via bin/startup.bat, it worked.
