If you want to consume a webservice in a webapp (having only the wsdl), this is extremely easy with Netbeans 5.5 : look here http://wiki.netbeans.org/wiki/view/JAXWSJBoss

for the server side it is easier to first code the webservice using annotations in a stateless ejb, then generate the wsdl (same link)
