Set it at any portal object level. (Window, page, portal).
You can use the management portlet to do so, it's not in the dropdown menu (unlike "Asynchronous Windows Enabled" but you can add it)

It won't be stored because that's the current semantic of the portals.
Why don't you use the dashboard if it seems to be the semantic you are looking after. (Personalized layout)
