CVS is at :pserver:anonymous at anoncvs.forge.jboss.com:/cvsroot/jboss/jboss-seam -- which is clearly stated at the wiki SeamRepository page, which you'll find linked at the main wiki. Any links you find to CVS at sourceforge.net are indeed obsolete.

When you do not want to build it yourself, get the latest build here.

Apart from running "ant" you may need to run "ant antlr" first.
