What are the names of your two war files? Are both war files located in the deploy direcotry?

Does each web.xml contain a welcome-file-list?

If you use the full jsp name in the url, does that work? In other words, it you have abc.war which contains foo.jsp, does http://localhost:8080/abc/foo.jsp work?
