[jboss-user] [JBoss Portal] - How to add uneditable tabs to the dashboard??

I want to know if someone can help me with this...

I want to have the normal Portal Page...

But in the Dashboard, i want the user to be able to modify only the first tab, and the other tabs to be the same to all users (only updated by an administrator).
