What do the logs show? I guess, either the server.log (in the log folder) or shutdown.log (in the bin folder) should be updated with the shutdown related messages.

When you tried this command, was the server running? Also, have you changed any server ports? Before running this command, what does the following command output:

telnet localhost 1099

By the way, the command to stop the service is:

net stop JBAS4SVC
