Anil Saldhana has fixed the problem. 
Add
<depends>JNDIBasedSecurityRegistration</depends>
to
<mbean code="org.jboss.jms.server.jbosssx.JBossASSecurityMetadataStore"
  |            name="jboss.messaging:service=SecurityStore">
  | 
in deploy/messaging/messaging-service.xml
