For JBoss Tools 2.x, you need Eclipse 3.3, WTP 2.0, EMF 2.3, GEF 3.3, DTP 1.5 [0].

I suggest downloading the Eclipse Europa Winter Maintenance (3.3.2) Java EE bundle [1], then installing JBoss Tools [2] into it and adding any missing dependencies from the Europa Update site [3].
