Download it from the MySQL web site.

http://dev.mysql.com/downloads/connector/j/5.0.html

But I usually get mine from the Maven repository at:

http://repo1.maven.org/maven2/mysql/mysql-connector-java/5.1.6/

You never said which version of MySQL you are using, so I assumed 5.0.  If you are using some other version, the URLs for the download will be different.
