You're missing the BIRT 2.3 update site, which is:

http://download.eclipse.org/birt/update-site/2.3/

Once the Ganymede SR2 updates are published, you will no longer need to enable the BIRT 2.3 site, as the missing birt-wtp integration feature has been added to the Ganymede site.

For now, you either need the BIRT site, or the Ganymede Staging site:

http://download.eclipse.org/releases/ganymede/staging/
