Well..in the official Axis installation guide "http://ws.apache.org/axis/java/install.html", one of the steps is to put the Axis war that comes with the axis download, into the application server's deploy folder. So I put the axis war in JBoss's default/deploy folder, and then this error comes whenever jboss is started.
