This comes from:
http://anonsvn.jboss.org/repos/portal/branches/JBoss_Portal_Branch_2_7/theme/src/main/org/jboss/portal/theme/tag/ThemeTagHandler.java
And it looks like it is rendered via a request param.

I will take a look at this code and see why this is being hardcoded, but the styles that are injected are harmless and are needed for the portal drag and drop mechanism.
