Which version of Vista? Do you have the Security tab when you view the properties of a folder? If you do, try turning on auditing for the C:\devtools\jboss-4.2.3.GA\server\default directory, and its subdirectories. Then look at the Windows security log and see if it gives any clues (there should be an "audit failure" messages, or something like that).

Also, what are the security settings for the C:\devtools\jboss-4.2.3.GA\server\default directory? You can find out by entering:

icacls C:\devtools\jboss-4.2.3.GA\server\default directory
