By the way: the DOCTYPE declaration should be like this:

<!DOCTYPE ejb-jar PUBLIC
  | 	"-//Sun Microsystems, Inc.//DTD Enterprise JavaBeans 1.1//EN"
  | 	"http://java.sun.com/dtd/ejb-jar.dtd">

See file "server/default/conf/jax-ws-catalog.xml" for the mapping of SystemID to local DTD/XSD files.
