Do you have JBoss Portal installed? Do you have JBoss Tools installed? If so, what versions? If not, please install both.

You cannot directly access a portlet via a URL - nothing in the WBE-INF directory is accessible from a URL. Instead, you need to access the portal URL: http://localhots:8080/portal
