i had the same problem, so i'm using the ant task deployment (which i think is pretty much the programmtic deployment). I cant' get the .bar or .jpdl  that i drop in JBOSS_HOME/server/SERVER/deploy to get deployed into the JBPM repository.  let me know if you figure out way to deploy with a .bar or .jpdl.
