You have to have the following jars in %JBOSS_HOME%\lib\endorsed:

 * jboss-saaj.jar (or jbossws-native-saaj.jar)
 * jboss-jaxws.jar (or jbossws-native-jaxws.jar)
 * jaxb-api.jar
