You should use an AssignmentHandler when you want automatically assign a user to an task. In normal case the user can select a task from a worklist in your ui (this is mentioned by Ronald). After selection, the task will assign to that user. Then it is not possible for other users to get assigned to the same task.
 
To assign a user you can use the assignTask-method from the TaskService!
