Yes, but if you are working exclusively with web services, you might want to check out the  http://www.jboss.org/riftsaw RiftSaw project.

Note that if you are looking for  http://en.wikipedia.org/wiki/Web_Service_Choreography choreography in the strict sense of all services acting as peers without a single point of control, then neither jBPM nor RiftSaw fit the bill.
