No. I have used the rolling appender, and I'm sure that thousands of others have also, and never run into the issue you are having. Other than the FILE/FILE1 issue that I pointed out earlier I did not see any problems with the config file (by the way, you did restart Jboss AS after making that change, right?). That's why I said you need to debug the log4j code; until you find out why it is behaving this way you won't be able to fix it.
