jBPM is a workflow engine whereas Drools is a rule engine. As  http://enterprisebpm.blogspot.com/2010/04/announcing-jbpm-5.html announced in the Enterprise BPM blog back in April, jBPM and Drools Flow will be merged in the project we call jBPM 5. There is a http://community.jboss.org/docs/DOC-15344 roadmap proposed for jBPM 5, still under review if you are interested in participating.
