Currently, the JBoss BIRT integration isn't compatible with JBT 3.3.x/BIRT 3.7. See  https://issues.jboss.org/browse/JBIDE-9299 https://issues.jboss.org/browse/JBIDE-9299
 https://jira.jboss.org/browse/JBIDE-4971 https://jira.jboss.org/browse/JBIDE-4971 is a server issue and isn't fixed yet.

You have to create a new Seam Web project and add the BIRT Reporting Runtime Componet facet on the first page of the wizard.
