Hi,
This is a bug in JBoss Tools 3.2-3.3.M2 which is going to be fixed in coming JBT 3.3.0.M3

Just install JSF 2 facet into your project (Right Click on the project->Properties->Project Facets->JSF) and JSF Capabilities will be installed automatically.
