Strange... Can you please validate that the content of D:\shanl\jbpm-installer\jboss-as-7.0.2.Final\standalone\tmp\vfs\temp719d43433066cb24\designer.war-3c94d6911ea1efae\stencilsets/bpmn2.0jbpm/bpmn2.0jbpm.json is well-formed JSON? There are some online validators you can use.
