The fact that your MDB is connecting to WebsphereMQ means that "DefaultMaxDeliveryAttempts" is completely irrelevant because JBoss Messaging is +not+ the broker in charge of this message, WebsphereMQ is.  If you want to change the redelivery behavior you'll have to adjust the configuration of WebsphereMQ appropriately.
