This issue happens in Eclipse when downloading an artifact fails (your connecton is bad or some update site is high loaded, for instance).
I propose to repeat the update more times without restarting Eclipse because in that case Eclipse won't download those artifacts that have been downloaded and will resume downloading failed artifacts.
