is required to design a BIRT report using the Hibernate ODA driver or some other BIRT driver.

http://repository.jboss.org/eclipse/birt/2.3.0/birt-wtp-integration-sdk-2_3_0.zip is required when creating a Seam project with the BIRT facet.
BIRT WTP integration includes the base Eclipse and BIRT plugins necessary to launch the BIRT OSGi engine. They are placed in org.eclipse.birt.integration.wtp.ui/runtime/birt.zip (38MB). 
All these plugins also exist within the Eclipse and BIRT framework. I entered a bug against BIRT (https://bugs.eclipse.org/bugs/show_bug.cgi?id=236015), but it was rejected.
