[jbosstools-dev] Libmanagement issues

btw. if we could add a way to use maven repositories as the 
implementation for getting these libraries *that* would be interesting.

Then at least we dont need to maintain a separate download system. still 
the problem of eclipse user libraries being non-sharable remains.
