To install from JBT 3.1 M3 update site zip, just download the zip and
tell Eclipse:

Help > Install New > Add > Archive > browse for the zip. There is no
need to unzip it first into /home/fugang/Download/jbt.updatesite/.

I just tried it with JBossTools-Update-3.1.0.M3-N200909081801-H262.zip
and everything installed fine from the main runtime category (didn't try
the integration or SDK bits).
