I believe Snjezana worked on the "exclude validation" menu item we've added in JBoss Tools.

she might know or the code at common/plugins/org.jboss.tools.common.verification.ui/src/org/jboss/tools/common/verification/ui/actions/ExcludeResourceHandler.java
might give a hint.

I would say on Maven nature/facet enablement/installation time ?
