[jbosstools-dev] Moving to Tycho 0.13.0 / Source plugin generation

Yes, just trunk. Until we branch for M4, whereupon it'll be in trunk AND 
the M4 branches.

But NOT the 32x/4x branches, just the ongoing development stream.
