Of course they're not the same.

This one's a superset (all of Indigo, all of WTp, and a whole Orbit build):

This one's a subset (just the stuff listed on or required by the target 
platform):

But you're right, the product build shouldn't be using anything but the 
JBDS target platform site and the upstream nightly JBDS aggregate update 
site zip.
