The fixes named there have to do with scim. There is no trace of scim on 
my system either between running processes or input methods available in 
Eclipse.

Yes, probably. I just found that the issue is also reproducible with 
Firefox Save as... dialog. Opening and closing File Type combo makes 
file name non-editable. However, it is not reproducible e.g. in Firefox 
 > Preferences > General where there is also a Combo and Text field.

It is similar with LibreOffice Writer: Reproducible with Save as... but 
not reproducible with e.g. Options... > LibreOffice > Colors.

Reproducible also with Pidgin > Buddies > Add Chat. Opening and closing 
Group combo makes Channel name non-editable.
But it is not reproducible with the Account combo in the same dialog. 
Opening and closing the Account combo leaves Channel name editable.

The problem seems to be limited to GTK dialogs in KDE.
After searching with proper key words I found it here

https://bugzilla.gnome.org/show_bug.cgi?id=675180
The important message is that it was fixed in gtk 2.24.12 and 3.4.4.
