[jbosstools-dev] Remaining jars in Teiid Designer codebase ...

Two outstanding infrastructure issues for Locus are:

a) fest plugin jars have no class files in them

b) submitted a PR to create a target platform for building Locus 
(located in jbosstools-target-platforms repo), but it was suggested 
maybe this should be in the jbosstools-locus repo instead. WDYT?
