[jbosstools-dev] Missing cordovasim feature on VPE site

For reference, there is also this document [1], which, despite being 
slightly outdated (it refers to SVN paths, not github projects) still 
captures all the steps needed to add a new feature.

FWIW, I've opened JBIDE-14477 [2] to track updating this doc so we have 
something that's current for JBT 4.x development.
