Yes, because 
http://download.jboss.org/jbosstools/targetplatforms/jbtcentraltarget/4.40.0.Alpha1-SNAPSHOT/REPO/ 
is missing the feature.

You could try building the target platform locally and then point 
Eclipse at that instead.
