[jbosstools-dev] Upcoming target-platform 4.40.0.Beta3

In addition, m2e.jdt has been removed from the JBDS TP and has moved to 
the JBoss Central TP [1].

Note that the parent pom (in master branch) is already set up to use 
4.40.0.Beta3-SNAPSHOT by default; otherwise, use this to force the 
correct version:

mvn clean verify -Dtpc.version=4.40.0.Beta3-SNAPSHOT
