[jbosstools-dev] FYI: Now building JBoss Tools w/ Tycho 0.23.1 in master branch

Found a few more places where we were still building w/ Tycho 0.22:
maven-plugins, locus, target-platforms, discovery.

Those have been corrected. See latest PRs on
https://issues.jboss.org/browse/JBIDE-19973 for details.
