You want:

http://snapshots.jboss.org/maven2/org/jboss/tools/tycho-plugins/target-platform-utils/0.23.1-SNAPSHOT/

But you're trying:

http://snapshots.jboss.org/maven2/org/jboss/tools/tycho-plugins/target-platform-utils/0.23.1/
