[jbosstools-dev] Proposed changes to CENTRAL target platform 4.60.0.Alpha1-SNAPSHOT: update to Spring IDE 3.7.3 CI

Additionally, this should solve the problem of the composite site install
job failing to install, & therefore kick off downstream aggregate builds,
due to a version of AJDT that's incompatible with Neon M3:
